Board Minutes: 04/20/2022

The Board of Trustees of School District No. 58, Bingham County, Idaho met in regular session at 7:00 p.m. on April 20, 2022 at the Aberdeen School District Office in Aberdeen, Idaho.

CALL TO ORDER AND ESTABLISHMENT OF A QUORUM

Chairman Todd Lowder opened the meeting at 7:05 p.m. Also present were Sherrie Mauroner, Amy Burusco, David Wahlen and Elaine Blik. A quorum was established.

PLEDGE OF ALLEGIANCE

Those present recited the Pledge of Allegiance.

DELEGATION AND PATRON INPUT

High school student wrestlers discussed their experiences at state wrestling in Pocatello and thanked the school board for the opportunity to go.

Erin Johnson discussed the 3D printing projects at the STEM Action Center IDX competition in Pocatello. The middle school students that participated in this competition discussed their projects.

Jeff Duffin discussed forming a sports committee for Aberdeen and his support for coaches.

Aimee Elliot discussed the resignation of Joe Ingersoll as the Boys Basketball Head Coach and wanted to have the resignation letter read publicly. Chairman Todd Lowder and Superintendent Jane Ward indicated that the letter should not be read at the meeting. Mrs. Ward tried to call the coach on how to proceed but the coach could not be contacted.

Terri Foster discussed the resignation of Joe Ingersoll as the Boys Basketball Head Coach.

APPROVAL OF AGENDA

There were changes to the agenda to accept the resignation letter from Boys Basketball Head Coach Joe Ingersoll under Business Items – Actions 8D.

A motion was made by Trustee Mauroner and seconded by Trustee Wahlen to approve the agenda as modified. The motion passed.

SUPERINTENDENT and ADMINISTATOR REPORTS

Superintendent Ward discussed her written report. The HVAC installers have been putting in the system during the week of April 4th. The office will be closed April 14th. All the district personnel will attend the legislative roadshow put on by the State Department of Education. They will inform us on how we are to spend next year’s money. The school district is considering offering all-day kindergarten. Mrs. Ward would like to discuss the pros and cons to offering all-day kindergarten. All employees will be receiving funds from the ARPA federal funds (Covid-19 related) that the state is pushing through. It will be based on their full-time equivalent number (FTE’s). Employees will receive the funds in May. The school district is still working on receiving bids to replace the water lines going to the boiler in the old high school. Mrs. Ward added that negotiations will begin on Monday, 4/25/22 at 8:00 a.m.

Travis Pincock provided a written report. Students continue to participate in many college and career opportunities. Mrs. Ellis and Mrs. Clark do a fantastic job helping prepare students for post-secondary opportunities. The 9th and 10th grade students read to the 1st and 2nd grade students as part of a GEAR UP activity. During the 3rd Friday of the month next year the high school would like to open the school and offer tutoring and other educational opportunities to students. This one Friday a month will be an opportunity for students to catch up on missing work and receive help with assignments. There will be three teachers available on those Fridays to help students from 8:00 a.m. to 11:00 a.m. Mr. Pincock added that the FFA banquet is on April 20th and the Apex team for Esports is doing well.

Ann Mennear discussed her written report. She highlighted that KIDK Channel 8 came to the school and did a news feature on our girls’ experience in Yellowstone. It was shown on the news on April 12th, 2022. Our girls and Mrs. Yancey did an amazing job representing the school. The documentary “Great National Parks” is available now. The segment with the girls is scheduled to be released around Earth Day (April 22, 2022). Mrs. Mennear played a segment of the documentary “Great National Parks” showing our middle school girls talking with former president Barrack Obama in Yellowstone.

Robi Jo Colton discussed her written report. The ISAT testing window opens March 14th. The teachers will schedule and proctor each test. Families are encouraged to help our students get well-rested at night and to talk at home with positive support for students to always do their best. The health curriculum for 2021 and 2022 versions are not approved through the state department. The school district can order the 2014 version for K-5 with a six-year subscription. However, for the middle school and high school curriculum, the publisher can only quote for a one-year subscription. The state department plans to review health and ELA in 2023. The state department believes that they are on track to adopt math curriculum for next year. For the 2022-2023 Focus Friday, the elementary building may have three teachers available to provide activities from 8:00 a.m. to 11:00 a.m. on given dates for students who have all homework turned in and passing grades. Students would sign up for the times/activities at least one week prior. Activities may include Ozobots, movies, kindness videos, 3D printer sessions, performance task challenges, and other PBL activities. Tutoring will be available as usual on Tuesday, Wednesday, and Thursday most weeks from 3:30 p.m. to 4:30 p.m. Mrs. Colton provided a handout and added that she would like the Board to hold off on approving health curriculum for 2022-2023 and adopt when the state approves it.

David Vaughn went over his written report. Students are beginning to take the Idaho Standard Achievement Test (ISAT). The window will be open until May 13th. Mr. Vaughn would like to thank Jason Balls for contracting with our district for occupational therapy. He has helped with several of our students with fine and gross motor skills. Mr. Vaughn is looking for another OT to contract with for next year. Mr. Vaughn is sending out invitations for summer school which will be held June 6th 24th this year. Students in grades PK-5 recommended by their teachers will be eligible to attend. Migrant students that need extra help are eligible to attend as well.

APPROVAL OF AGENDA

There was a change to the agenda to add an overnight trip request to Middleton, Idaho on May 20th to May 22nd for state track under consent items 7F.

A motion was made by Trustee Mauroner and seconded by Trustee Burusco to approve the agenda as modified. The motion passed.

A motion was made by Trustee Burusco and seconded by Trustee Blik to confirm the date and time to hold the Budget Hearing as June 15, 2022 at 6:30 p.m. The motion passed.

Approve April 2022 New Hires

A motion was made by Trustee Burusco and seconded by Trustee Mauroner to approve the April 2022 new hires. The motion passed.

Approve Hiring Elementary School Teacher Heather Pincock for FY22-23

A motion was made by Trustee Mauroner and seconded by Trustee Blik to approve hiring elementary school teacher Heather Pincock for the 2022-2023 school year. The motion passed.

Accept Resignation Letter from Boys Basketball Head Coach Joe Ingersoll

A motion was made by Trustee Burusco to accept the resignation letter from Boys Basketball Head Coach Joe Ingersoll.

EXECUTIVE SESSION

At 8:50 p.m., a motion was made by Trustee Wahlen that the Board of Trustees of School District No. 58 recess from an open meeting into executive session pursuant to Section 67-2345, Idaho Code, in order to discuss Section 67-2345: Subsection b (Consideration of personnel issues) and that following the executive session the Board will reconvene in public session for the purpose of conducting further business or for adjournment of the meeting.

A roll call vote was held with the following results:

Todd Lowder – Yes; Sherrie Mauroner – Yes; Amy Burusco – Yes; David Wahlen – Yes; and Elaine Blik – Yes. The motion passed.

The Regular session reconvened at 9:30 p.m.

After further discussion, a motion was made by Trustee Blik and seconded by Trustee Burusco to approve all day Kindergarten starting in school year 2022-2023. The motion passed.

The meeting adjourned at 10:30 p.m.
