Board Minutes: 12/15/2021

The Board of Trustees of School District No. 58, Bingham County, Idaho met in regular session at 5:30 p.m. on Wednesday, December 15th, 2021 at the Aberdeen School District Office in Aberdeen, Idaho.

CALL TO ORDER AND ESTABLISHMENT OF A QUORUM

Chairman Todd Lowder opened the regular board meeting at 5:37 p.m. Present were Sherrie Mauroner, David Wahlen and Elaine Blik. Mike Shackelford was absent. A quorum was established.

PLEDGE OF ALLEGIANCE

Those present recited the Pledge of Allegiance.

DELEGATION AND PATRON INPUT

Students from Mr. Spence’s BPA class gave a presentation on the high school E-sports league. The league provides students a chance to participate as a school extracurricular activity in competition with other school districts.

SUPERINTENDENT and ADMINISTATOR REPORTS

Superintendent Ward discussed her written report. Mrs. Ward thanked all those who participated in the Town Hall Meeting. There was good information given from representatives from Blackfoot, Snake River and Firth School Districts. Mrs. Ward also thanked Betty Enriquez and Teresa Torres for reaching out to the Hispanic patrons in an effort to get their input on the 4-day calendar. Mrs. Ward thanked Mike Shackelford for the service he has given as a school board member. He will be greatly missed. Mrs. Ward added that Marina Taylor spoke with the parents of the participants of the afterschool program and they would prefer to keep it scheduled after school and not on Fridays if our district decides on a 4-day school calendar for next year.

Travis Pincock provided a written report. The choir and band had a concert on December 6th. As always, the students and Mr. Millett put on a wonderful performance. The high school raised over $5,400 and 1,482 pounds of food. Mr. Pincock would like to thank all of those who donated food or money to help the Aberdeen Food Bank. He added that most of the money raised was from one large anonymous donation and some from students.

Ann Mennear provided a written report. The middle school offers tutoring Monday through Thursday. Several students are taking advantage of this service. Girls’ basketball will end on December 17th. The girls have played very hard all season and Mrs. Mennear thanked the coaches for their hard work. Boys’ basketball will be starting after the Christmas break. Mrs. Mennear thanked everyone who works at the middle school in one capacity or another for helping to make this such a great place for our students.

Robi Jo Colton provided a written report. Mrs. Woods is implementing Battle of the Books with our 4th and 5th grade students. The goal of the competition is to encourage children to read good books, have conversations about these books with their teammates and come together in friendly competition to demonstrate their knowledge of the books they have read. Parent/Teacher conferences will be on February 24th. The elementary school is recognizing students who have exemplar behavior. An assembly is held twice per semester for those who earn the PAWS.

David Vaughn provided a written report. Teachers are giving the Shortened Interim Comprehensive Assessment. They are very early in the process and will have more complete data after December 10th. Each year the Special Education Department from the State of Idaho reviews a number of our Special Education files. Mr. Vaughn has reviewed several of our files and the state will be accessing some of these through Edplan, our IEP software program to review for compliance. Last month Mr. Vaughn mentioned that he sent in our Graduation Appeals. After these were reviewed, our four-year graduation rate is 96% and the five-year rate is 91%.

A motion was made by Trustee Mauroner and seconded by Trustee Blik to approve the agenda. The motion passed.

A motion was made by Trustee Blik and seconded by Trustee Mauroner to approve Consent Items- Actions A-G. The motion passed.

After further discussion, a motion was made by Trustee Blik and seconded by Trustee Wahlen to approve Consent Items –Actions H. Out of State/Overnight Trip Requests. The motion passed.

BUSINESS ITEMS-ACTIONS

Board Policies for Approval:

540 – Maintenance of Orderly Conduct, 548 – Theft or Destruction of School Property, 623 – Extended Learning Opportunities and related forms (NEW), the following policy was updated to reflect minor clarifications and/or updates to legal references: 681 – Student Records, 910 – Rental/Use of School District Facilities

A motion was made by Trustee Wahlen and seconded by Trustee Mauroner to approve board policies 540, 548, 623, 681 and to table policy 910 until the January board meeting. The motion passed.

Approve November 2021 New Hires

A motion was made by Trustee Blik and seconded by Trustee Mauroner to approve the November 2021 new hires. The motion passed.

March 8th Supplemental Levy Ballot Wording

After further discussion, a motion was made by Trustee Mauroner and seconded by Trustee Blik to approve the March 8th supplemental levy ballot wording, option B. The motion passed.

Stotz Equipment – John Deere Gator

Tabled until further notice

Purchase a 72 Passenger School bus

A motion was made by Trustee Mauroner and seconded by Trustee Blik to approve purchasing the Thomas Saf-T-Liner school bus for $107,264. The motion passed.

TRUSTEE INPUT

Trustee Mauroner thanked everyone for what they do for the school district. She said that the board is trying to do what is in the best interest for the students for the school calendar and she wants everyone to have a good holiday.

Trustee Wahlen is glad he is able to speak and is grateful for the presentation on E-sports from the students in the high school BPA class. He is thankful for the teachers and administrators and the student body in all our schools. He said he is blessed to live in Aberdeen and he proposed that we have an open house to the public for our new district offices and wrestling room.

Trustee Blik said this has been a great year so far and is looking forward to new proposals and adventures for our school district. She appreciates the teachers and their effort they put in for our kids. She appreciates the district office staff and administrators and wished everyone a Merry Christmas and hopes that 2022 will be back to normal.

Trustee Lowder wants to postpone any comments until the January board meeting and he wished everyone a Merry Christmas.

EXECUTIVE SESSION

At 7:02 p.m., a motion was made by Trustee Blik that the Board of Trustees of School District No. 58 recess from an open meeting into executive session pursuant to Section 67-2345, Idaho Code, in order to discuss Section 67-2345: Subsection b (Consideration of personnel issues) and that following the executive session the board will reconvene in public session for the purpose of conducting further business or for adjournment of the meeting.

A roll call vote was held with the following results:

Todd Lowder – Yes; Mike Shackelford – Absent; Sherrie Mauroner – Yes; David Wahlen – Yes; and Elaine Blik – Yes. The motion passed.

The Regular session reconvened at 8:32 p.m.

A motion was made by Trustee Blik and seconded by Trustee Mauroner to approve extending Superintendent Ward’s contract for an additional year. The motion passed.

ADJOURNMENT

The meeting adjourned at 8:33 p.m.
