The Board of Trustees of School District No. 58, Bingham County, Idaho met in a work session at 5:15 pm on Monday, July 20th, 2026 at the Aberdeen School District office at 268 S 4th W Suite A Aberdeen, Idaho
CALL TO ORDER AND ESTABLISHMENT OF A QUORUM
Chairman Brian Rowlan opened the meeting at 5:15 p.m. Present were Amy Burusco, Sherrie Mauroner, James Patten and Aimee Elliott. A quorum was established.
Others present included Superintendent Scott Muir, Business Manager David Burke, Jennifer Oliver and Isaac Lowder. Legal Counsel/Mediator Christopher Yorgason with Yorgason Law Offices, PLLC was present by video teleconference.
Chairman Rowlan turned the time over to Christopher Yorgason.
Mr. Yorgason discussed the procedures of a reduction in force due-process hearing.
BUSINESS ITEMS – ACTIONS
Reduction in Force Due-Process Hearing
Superintendent Muir presented exhibits to the board and called a witness. Jennifer Oliver and Isaac Lowder requested five minutes to read the exhibits that were presented from the school district since this was the first time they have seen them. Superintendent Muir commented that a phone call was made to Mr. Lowder the previous Thursday to let him know the district exhibits were ready. During the phone conversation Mr. Lowder told Superintendent Muir that they would not be able to pick up the exhibits until Monday. Jennifer Oliver representing Isaac Lowder presented exhibits and read most of them verbatim to the board and called witnesses. The reduction in force due process hearing had concluding remarks and recommendations to the board from both Superintendent Muir and Jennifer Oliver. Superintendent Muir recommended upholding the reduction in force and the rubric scoring that was used to make this decision. Jennifer Oliver recommended overturning the reduction in force decision and the rubric scoring and to reinstate Isaac Lowder as a certificated teacher with Aberdeen School District #58.
EXECUTIVE SESSION
At 7:26 p.m., a motion was made by Trustee Elliott that the Board of Trustees of School District No. 58 recess from an open meeting into executive session pursuant to Section 74-206(1), Idaho Code, in order to discuss Section 74-206(1): Subsection (b) and that following the executive session the board will reconvene in public session for the purpose of conducting further business or for adjournment of the meeting.
The purpose of executive session under subsection (b) is to consider the evaluation, dismissal, or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or agent, or public school student.
A roll call vote was held with the following results:
Brian Rowlan – Yes; Amy Burusco – Yes; Sherrie Mauroner – Yes; James Patten – No and Aimee Elliott – Yes. The motion passed.
The regular session reconvened at 7:59 p.m. With no further motions needed, the meeting adjourned at 9:31 pm.
Chairman Rowlan requested a motion to be made to uphold the reduction in force decision with Mr. Isaac Lowder.
A motion was made by Trustee Patten and seconded by Trustee Burusco to uphold the reduction in force decision.
A roll call vote was held with the following results:
Amy Burusco – Yes; Sherrie Mauroner – No; James Patten – Yes, Aimee Elliott – No; Brian Rowlan – Yes. The motion passed.
ADJOURNMENT
A motion was made by Trustee Patten and seconded by Trustee Burusco to adjourn the meeting. The motion passed and the meeting adjourned at 8:07 pm.
