Policy 462: Title I Comparability of Services

Educational and other services provided in the district’s Title I schools will be comparable to those services provided at the same grade levels in all other schools in the district. The district will ensure substantial equivalence in qualifications and staffing patterns of teachers, administrators, and other staff at the district schools, and use a district-wide salary schedule. The district will provide substantially equivalent curriculum materials and instructional supplies at all district schools serving the same grade levels.

The district will not include unpredictable changes in student enrollment or personnel assignments that occur after the beginning of a school year in determining comparability of services, instructional salaries per pupil from state and local funds, or staff salary differentials for years of employment. The district will develop procedures for compliance with Title I Comparability of Services and maintain records that are updated biennially to document the district’s compliance. If the district has no more than one building for each grade span, this policy does not apply.

The district will use state and local funds to serve schools to provide services that, taken as a whole, are at least comparable to services in schools that are not receiving Title I funds. For purposes of determining compliance with federal requirements on comparability of services, the district may exclude state and local funds expended for language instruction educational programs and the excess costs of providing services to children with disabilities as determined by the district.
