Board Minutes: 05/09/2024

The Board of Trustees of School District No. 58, Bingham County, Idaho met in a work session by teleconference at 4:30 pm on Thursday, May 9th, 2024 at the Aberdeen School District office at 268 S 4th W Suite A Aberdeen, Idaho.

CALL TO ORDER AND ESTABLISHMENT OF A QUORUM

Chairman Brian Rowlan opened the meeting at 4:35 p.m.  Present were Amy Burusco and James Patten. Trustee Brian Rowlan, Sherrie Mauroner and Aimee Elliott were present by teleconference.  A quorum was established. 

PURPOSE OF MEETING AND BUSINESS CONDUCTED

The meeting was advertised to ratify teacher negotiations for the 2024-2025 school year.

Trustee Rowlan indicated that the teachers had ratified the teacher negotiations for the 2024-2025 school year.  Trustee Rowlan turned the time over to Superintendent Ward to discuss the negotiations that were agreed upon between the Aberdeen Education Association and the District Salary Committee.

The following items were proposed by Superintendent Ward:

1.  The district will pay the increase for employees that can move on the classified salary schedule.  Employees that are on step 16 or higher will receive a 2.5% pay increase.

2.  The district will pay the increase for certified staff that can move on the salary schedule.  For those certified employees that are at the maximum on the district salary schedule, a longevity stipend ranging from $500 to $1,695 will be paid according to education levels.

3.  The base salary index for coaches & advisors was increased from $25,231 to $31,987 costing the district $28,672.02.

4.  The Honor Society Advisor was unfrozen under category 4 on the extra-curricular schedule.

5.  The Senior Project Advisor was added to category 4 on the extra-curricular schedule.

6.  The summer Rec. Director was unfrozen under category 2 on the extra-curricular schedule.

Trustee Rowlan asked for input from the board on the 2024-2025 teacher negotiations.  Trustee Patten had asked about the salaries schedule for coaches and how that was determined.  Mrs. Ward explained that the coaches & advisor salary schedule is a base salary index that had increased from $25,231 $31,987.

After further discussion, Trustee Rowlan asked for a motion to ratify teacher negotiations for the 2024-2025 school year.  Trustee Rowlan asked for the Trustee making the motion to state their name along with the motion since the meeting was held by teleconference and discerning who made the motion over the phone may be difficult.

A motion was made by Trustee Burusco and seconded by Trustee Mauroner to ratify the teacher negotiations for the 2024-2025 school year.  A roll call vote was held with the following results:

Brian Rowlan – Yes;  Amy Burusco – Yes;  Sherrie Mauroner – Yes;  James Patten – No;  Aimee Elliott – Yes.  The motion passed.

Trustee Elliott asked Trustee Patten why he voted no on ratifying the teacher negotiations for the 2024-2025 school year.  Trustee Patten said he voted no because he wants the aides in the classroom to receive a raise.  He asked why the extra-curricular salary schedule was raised.  Trustee Patten said that Aberdeen is the lowest paid district in region 5 for classified staff.  Mrs. Ward added that this is also true for the coaches and advisors being the lowest paid in region 5.  Chairman Rowlan interrupted the discussion and said this was out of order and this should have been addressed during discussion, not during the roll call vote.

With no further business items as listed on the agenda to discuss, Trustee Rowlan asked for a motion to adjourn.

ADJOURNMENT

A motion was made by Trustee Patten and seconded by Trustee Burusco to adjourn the meeting.  The motion passed and the meeting adjourned at 4:50 p.m.
