The superintendent may authorize bus rentals to private agencies on the following basis. (1) There is not a commercial carrier available to provide the requested service. (2) The district does not need the bus during the time that it is being rented. (3) The rentee accepts all responsibility for liability and will offer proof of that liability and sign a liability waiver form. Rentee will cover all damages that may occur while the bus in his custody. (4) Rentee will pay for the driver, fuel, and a fixed rate per mile as determined by the superintendent and transportation supervisor.
